If one was to imagine a graph where the x-asis was 'refs who make strict decisions' and the y-axis 'refs who have a strict demeanour/attitude', then if Atanas Uzunov would be towards at the top-right corner, Vadim Zhuk of Belarus would be in the bottom left (another Eastern ref, Sandor Puhl, would break the diagonal trend and be at the top-left). Zhuk was highly rated by UEFA, he'd done the second leg of the UEFA Cup final that season, and landed a rather plum fixture here at Euro'96. (In the Bordeaux-Bayern final by the way, his performance was generally good but he missed a bad foul on Lizarazu which nearly put him out of the whole Euro Championship in England; it should really have been a red card.)

As per the graph point, accordingly there are probably two ways to assess the Belarusian referee's performance, in a rather workmanlike game which finished one-each. The first is to say that 'every referee has his style' and point out that Zhuk had a generally accurate foul recognition, and note that there were five bad fouls in the game, all of which were cautioned by the referee (Luis Enrique and Otero could indeed have been sent off). A second would be to say that Zhuk, with his 'softer' and less preventative attitude, allowed this game to feel more like a typical qualifying match (for this era) rather than a big tournaments game, with an overprevalence of bad behaviours like deliberate fouling and conflicts.

It was Spain who set out to 'spoil' the game with their tactics, and if the referee had clocked on to it (and he may well have), then evidence of that was fairly scant. On the other hand, this was quite a difficult match and at the end surely both teams were relatively satisfied. Satisfactory is how I'd describe it too -- there clearly being merit in his style but falling just short of 'good' in this match -- but UEFA took rather the former of the two views outlined above: Zhuk was very good, and a candidate for further games.
